Programme de Développement des Infrastructures Economiques et Marchandes au Benin (PDIEM) stimulates the local economic and institutional development in 5 of the 12 departments of Benin through the construction of profitable economic and market infrastructures (rural markets, stores, and warehouses), boosting commercial activities and improving access to these markets for livestock and agricultural products and developing the capacities of local authorities to effectively manage these infrastructures. The use of local materials further supports the local economy; increases employment opportunities for young people and women and lowers greenhouse emissions. The second phase of PDIEM is focusing on scaling up its activities and improving the sustainability by adding 4 more infrastructures to the existing 6, getting the municipalities in the driving seat with respect to procurement, tendering and governance of these infrastructures, allocating a more important role to the private sector, making co-funding by the government a condition and in seeking synergy with other projects. SNV coordinates the operational and financial management of the programme, provides advisory support, capacity building, and technical backstopping in a logic of skills transfer.
