Abstract
Without considering matters of justice, global decarbonisation and climate action will not succeed. Foreign policy is, therefore, a key actor in tackling climate change. This is the key message of the Policy Briefing “Foreign Policy and the Just Transition: Dimensions – Challenges – Opportunities”.

The policy paper resulted from a cooperation between the Berlin-based think tank “Das Progressive Zentrum” and Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) on behalf of the German Federal Foreign Office. It emphasizes the need for a just transition and the active part foreign policy must play in global climate action. Therefore, the paper identifies four areas of action: First, foreign policy has the responsibility to coordinate between different policy fields on the international level. Second, the paper calls on the European Union to take the lead in matters of a just transition and work with both its member and neighbouring states. Third, foreign policy should open up towards non-state actors, such as NGOs, regional and municipal administrations in international dialogue. Fourth, public diplomacy needs to become more ambitious and develop a convincing narrative on the just transition issue.
