Duties and Responsibilities

The Senior Programme Officer, Partnerships for Renewables in Africa, under the supervision of the Director General, in collaboration with the Country Engagement and Partnership and the Projects Facilitation Divisions, will be responsible for the following duties:

  • Provide strategic advice on renewables-based energy transition in Africa and beyond.
  • Undertake overall coordination of the Partnership for Renewables in Africa initiative with governments and partners with a view to securing strong country buy-in for more ambitious energy transition goals and for taking action on the ground.
  • Lead and coordinate the engagement at each country level, closely working with a broad spectrum of partner governments and local and international stakeholders on the ground;
  • Lead the development and implementation of national action plans for the initiative, that may include: (i) a long-term strategic approach for the achievement of the energy transition ambitions, (ii) socio-economic footprint of the transition and (iii) corresponding preliminary investment plans.
  • Lead the process for detailed mapping of technical assistance and capacity-building needs and lay out comprehensive country-specific implementation plans.
  • Support the development of an initial implementing structure of the initiative, which will put together a governing mechanism for the initiative as well as define specific roles for each partner with a view to maximizing complementarities of diverse strengths and competencies offered by them.
  • Support the conduct of dedicated country specific analysis in diverse areas such as technology, long term planning, policy and regulation, socio-economic impact etc.
  • Support the engagement with project stakeholders to develop a strong pipeline of bankable energy transition projects and facilitate their access to finance, including, through IRENA’s project facilitation platforms (Climate Investment Platform and Energy Transition Accelerator Financing platform)
  • Support the design of a monitoring and evaluation framework for country programme implementations
  • Support the elaboration of a programme for communications and outreach activities at prominent global and regional energy, climate, and sustainable development fora.
  • Prepare various written outputs-background papers, analysis, substantial sections of reports and studies, inputs to publications.
  • Perform other duties, as required.

Qualifications

Education: Advanced University degree (master’s degree or equivalent) in the field of engineering, energy, environment, economics and/or any other relevant field. A first level university degree in combination with qualifying experience may be accepted in lieu of advanced university degree.

Experience: A minimum of ten years of progressively responsible experience in establishing and coordinating partnerships, some of which should be at the international level and preferably in the energy access space. Good understanding of analysing data and conducting policy research. Experience in programme design and implementation at the field level and at policy level, particularly related to clean energy access. Good understanding of global energy dynamics; decent knowledge of renewable energy technologies and policies; experience in energy / renewable energy project financing and in dealing with multilateral agencies and forums, including international financial institutions as well as working experience in multiple regions across the globe is desirable.

Language: Excellent command of written and spoken English is required. Fluency in French is desirable.
