General Position Summary

The Senior Technical Advisor contributes substantially to the development of projects and services related to technical engineering across Mercy Corps - Energy 4 Impact’s advisory, stand alone and country programs. It is responsible for operational coordination as well as delivery of technical activities and services to SME’s and energy programs. The role advises, directs and oversees implementation of activities i.e., client consultations, program design, technical design, review, and oversight across programs and operations. The role will take decisions which will impact on quality as well as the delivery of technical and commercial services to SMEs and field-based programs.

Essential Job Responsibilities

TECHNICAL ADVISORY TO SMEs

  • Across the MC-E4I portfolio, we require someone with a strong background in providing technical advice to SME’s working across the energy value chain including mini-grid developers, e-mobility companies, energy sector service providers, etc. and providing support with business planning/modelling, due diligence, impact assessment, market expansion, risk analysis, designing pilots etc.
  • Oversee and implement advisory work with energy generation developers (e.g. solar, hydro or other mini-grids, solar home systems) as well as productive use developers and provide them technical and business advisory support.
  • Conduct advisory engagements (which span strategy consulting, investment readiness, partnership facilitation, project development support, and “customised projects”) with mini-grids project developers, renewable energy SMEs & social enterprises.
  • Advise mini-grid project developers on capital raising support and help them in tapping various sources of finance (grant/equity/debt) for both early stage as well as later stage of the project
  • Support clients to access financing, and using Mercy Corps-Energy 4 Impact institutional knowledge and relationships with financiers, investment requirements, and transaction structures to advise clients and help them be successful in closing transactions.
  • Advise with site identification and other project development support for the entire life-cycle of the project.
  • Help to develop Mercy Corps - Energy 4 Impact’s internal processes and knowledge of technologies, business models, regulatory issues, financing process, etc.
  • Deliver high quality work, with attention to detail and a focus on results.

ENGINEERING WORK FOR MINI-GRIDS AND STAND-ALONE SYSTEMS

  • Across the MC-E4I portfolio, we require someone with a strong technical background in mini-grids and stand-alone systems who can lead and/or review detailed engineering design such as with system sizing, design choices, and material selection for the installations.
  • Providing technical and financial engineering advise on program components including either directly executing or supervising contractors (national and international) to ensure time and quality compliance as per contracts and legal terms;
  • Providing insights and support regarding opportunities for procurement of items and services, including costings and specifications including validating the bills of quantities and calendars of execution; facilitate and negotiate procurement
  • Critically assessing and reviewing the quality of the engineering work, ensuring full compliance of the proposed solutions with the applicable national standards and regulatory requirements; Manage, monitor and develop periodic report on power system performance during the defects liability period and beyond.
  • In close collaboration with the program teams and operators where required, develop strategies to balance energy uptake to maximize operation and revenue streams. This might require supporting teams to elaborate on productive uses of energy strategies and/or electric cooking programming
  • Carry-out inhouse technical surveys, field and site visits and monitor activities
  • Lead technical discussions with key program stakeholders; Organize and deliver technical development trainings to stakeholders and technicians

CROSS CUTTING

  • Reporting and communication: Ensure regular and quality communication among all parties involved; Report regularly and constructively to the line manager, contributing to a healthy culture of quality performance.
  • Business Development ; Support team on Business Development origination and proposals as required i.e. contributing to concept note/proposal development, gathering data and producing presentations for various donors; Developing pipeline projects that fit Mercy Corps - Energy 4 Impact’s priorities/capabilities with current or new clients.

Supervisory Responsibility: Analysts, enumerators

Accountability

Reports Directly To: Director of Global Advisory

Works Directly With: Program managers, other analysts

Knowledge and Experience

  • Degree in Energy engineering, Energy Science, Technology OR similar field
  • Proven track record in a similar position
  • Experience as lead engineer on solar PV projects
  • Experience in low voltage distribution network design and protection an added advantage
  • Fluency in English; fluency in French is a plus
  • Strong reporting, communication and project management skills
  • Availability to travel up to 30% of time
  • Ability to work with minimum supervision
  • Strong computer skills, specifically in CAD and Microsoft Office.
  • Analytical skills, efficient designing and implementing of processes
  • Strong Technical Skills related to green mini-grids
  • Good Financial Modelling Skills
  • Understanding of the mini-grids space (various business models/productive power/regulatory etc.)
  • Good team building and motivational skills with an ability to work with a diverse mix of professionals and deliver.
  • Very strong communication skills, both oral and written.
  • Ability to see the big picture and “connect the dots”.
  • A can-do and collaborative mindset – comfortable with the ambiguities and demands of a rapidly evolving and entrepreneurial environment with a team from diverse backgrounds.
  • Passionate about working in the impact space.
