Objective of Assignment

This assignment will be focused on two objectives. First, to develop a new theory of change and outline a new strategy for the Energy Finance Programme that will be introduced in 2023 and fully rolled out as part of the 2024-2027 business plan. This will require the ability to provide energy finance expertise to develop a new strategy, as well as the ability to facilitate consultative processes both with internal stakeholders (e.g., involving the Leadership Team and Programme Managers) as well as with external stakeholders (e.g., potential funders, development partners, development financiers, private sector financiers) in the development of the strategy. It will be important for the Sr. Advisor to build from internal expertise on energy finance and include Programme Managers in the development of the strategy to ensure that SEforALL is focusing on the value addition it can provide.

Second, to lead the process to re-position the Energizing Finance Research Series. The incumbent will be expected to provide energy finance expertise for the purpose of identifying a new approach to the Energizing Finance Research Series and leading a consultative process that includes both external partners (e.g., potential funders, development partners, target audience of the research series) as well as internal stakeholders (e.g., the Leadership Team and Programme Managers) on the re-positioning of the research series.

Purpose/Objective of the Role

Reporting to the CEO and SRSG of SEforALL, the Senior Advisor, Energy Finance will focus on:

  • Leading the development of strategy inputs to the Energy Finance Programme, that defines the scope of and objectives of SEforALL’s finance strategy on SDG7, and includes viable business planning, inclusive of workplans, budgets, task implementation and monitoring.
  • Providing expert advice and guidance to the team and CEO as needed, on energy finance to meet the SEforALL mission and objectives.
  • Collaborating with other Programme Managers to identify opportunities for energy finance interventions to support the increased impact of other Programmes.
  • Leading the re-positioning of the Energizing Finance Research Series.
  • Providing strategy advice regarding the evolution of the Energizing Finance Research Series.
  • Collaborate with other Programme Managers to identify opportunities for the research series to support the increased impact of other Programmes.

Duties and Tasks for the Role

The main duties and tasks of the role include, but are not limited to:

  • Lead the overall Energy Finance programme, including developing strategy, contributing to organizational strategy and acting as expert focal point for energy finance.
  • Ensure coordination on energy finance matters with other SEforALL's programmes.
  • Lead, enable and inspire the broader Energy Finance consultations as well as actively engage in coaching and developing staff on energy finance opportunities.
  • Develop and manage the execution of the Energy Finance work plan and budget, updating to reflect changes and new funding, and preparing internal reports as required.
  • Identify opportunities to build an Energy Finance work plan that can benefit country-specific impacts as well as more actionable analysis and intelligence on energy finance in countries that are being left behind.
  • Build and nurture external stakeholder relationships and represent SEforALL externally as appropriate.
  • Facilitate knowledge building and knowledge sharing in energy finance to bring about awareness and understanding across SEforALL, as well as utilize SEforALL systems and processes to share the knowledge. e.g. through Salesforce.
  • Manage monitoring, evaluation and learning for Energy Finance in coordination with the Monitoring, Evaluation and Learning team.
  • Collaborate closely with Resource Mobilization, proactively contribute to SEforALL's fundraising efforts, including developing and providing inputs to concept notes, proposals, presentations, and be actively involved in outreach to potential funders.
  • As applicable, lead the relationship management with donors and other stakeholders for the Energy Finance programme.
  • Foster a culture of team collaboration within and across programmes, sharing best practices and lessons learned and supporting other team interventions as needed.

Specific Competencies for the Role

  • Advanced degree in energy economics, finance, law, engineering, public policy or a closely related field;
  • A minimum of 15 years of directly related experience in one or more fields, including energy, infrastructure, public-private partnerships, impact investing and/or international development, working for private finance, multilateral or bilateral development finance institutions or bodies associated with these fields.
  • Operational experience in delivering finance for sustainable energy solutions in sub-Saharan Africa or Asia will be considered a strong asset.
  • Advanced technical qualifications, demonstrated leadership and broad knowledge of all aspects of finance as it relates to sustainable energy and particularly energy access gained through advanced academic study and/or wide experience. Very strong knowledge of government policy making processes
  • Demonstrated intellectual leadership and ability to integrate energy and finance specific knowledge with broader operational strategies and policies, research objectives, etc.
  • Recognition as an expert in finance for sustainable energy or related fields, as evidenced either through a proven track record of managing and delivering highly complex operations or equivalent assignments
  • Advanced skills in strategy development, program management, research, analysis and negotiation.
  • Highly developed management skills and demonstrated ability to build and contribute to a high performing team culture.
  • Ability to mentor and coach upcoming professionals.
