SEforALL is seeking the services of a consultant to develop a clean cooking policy toolkit “The Clean Cooking Economic Co-benefits Toolkit” (Hereafter referred to as the CCEC Toolkit) that can offer a decision-making framework by running a cost-benefit analysis based on statistical and economic parameters for SEforALL partners and stakeholders, including but not limited to government officials, policymakers, energy access researchers and more.

To develop such a toolkit, SEforALL is seeking a consultant(s)/firm who is adept in quantitative analysis, statistics, econometric analysis, and political economy; with knowledge of the clean cooking sector, and can develop this decision-making framework. The consultant is expected to take charge of data collection and processing, while SEforALL will assist by facilitating connections between the consultant and various key players and stakeholders in the country, including ministries, government agencies, industry experts, community leaders, and other relevant entities.


Eligibility Criteria Interested firms must submit the following documents to be eligible; failure to provide any of these documents may lead to the rejection of their submission:

Certificate of Incorporation of the firm(s) submitting a proposal Bank account details (of an account eligible to receive international transactions) including a letter from the bank confirming submitted details Tax Certificate of the firm(s) submitting a proposal Organizations wishing to submit a proposal should meet the following requirements:

The consultant(s)/firm must have at least 7 years of demonstrated knowledge and experience of econometrics (the quantitative analysis of actual economic phenomena based on the concurrent development of theory and observation, related by appropriate methods of inference) and demonstrated knowledge of designing decision making tools and their visualization. Ideally, the consultant(s)/firm must have successfully conducted an assignment of similar nature and be able to demonstrate it The consultant(s)/firm must have operational existence for at least the past 5 years, preferably involving work with international organizations. Experience in developing practical decision-making tools with non-academic institutions is an advantage Knowledge of and understanding of SDG7, and energy access space will be considered an advantage. Such knowledge must be demonstrated in terms of experience. Must be able to operate within an overlap of a minimum of 4 hours between 9:00 CEST to 17:00 CEST (GMT+2). Knowledge and access to datasets that can be leveraged for this assignment are advantageous. The proposed team should meet the following minimum requirements:

The Project Lead must have a master’s degree or higher in the fields of mathematics, engineering, statistics, economics, or a related discipline. The Project Lead must have at least 7 years of experience in project management. The team must have 5 years of demonstratable experience building decision-making tools using e.g. using multiple linear regression models, mathematical equations / quantitative metrics, or similar. The team must have good communication skills, be able to convey complex quantitative assessment concepts to non-experts in a plain manner, and must demonstrate experience working with policymakers and non-academics.

The team should include at least one member with strong modeling skills; and a member with knowledge of the energy access/clean cooking sector.
