Job Description

Background SNV’s WASH initiatives in both a rural and an urban context will provide access to improved water and sanitation services for 5 million people from 2019 to 2022. Access to water and sanitation is a human right, and we work with local governments to realize that right in their area, aiming at area-wide services. Our work improves environmental health by reducing pathways for disease transmission and environmental degradation. Long-term sustainability lies at the core of our work. We strengthen public governance around WASH services, support institutional changes and capacity, develop financially viable services, and improve asset management of existing WASH infrastructure and services. This includes strengthening the roles of civil society and the private sector in advocacy and operation, as well as promoting sector and stakeholder dialogue and reflection about changing needs and standards in the light of increasing urbanization and the Sustainable Development Goals. In Vietnam, our focus lies on urban services. In support of the National Plastic Action Partnership and the Government’s goal to reduce plastic waste mismanagement by 75% by 2030, SNV now proposes implementing the Clean Cities for a Green Vietnam (CCGV) Project. CCGV will pave pathways for eliminating leakage of plastic waste in the environment in four major cities - Haiphong, Hanoi, Ho Chi Minh City, and Hue. As a direct result of the project, these cities, with an approximate total population of 19 million people, will gain access to a more efficient plastic waste management services model wherein 133 KTPA of plastic waste will be prevented from leaking into the environment, which represents a 17% decrease in current levels of plastic leakage. The envisaged CCGV project is part of our urban WASH programme and currently the main project in our WASH portfolio in Vietnam. OVERVIEW OF THE POSITION SNV seeks a talented, entrepreneurial, results-oriented and proven professional who will work with the Vietnam country team to lead the management of the implementation of CCGV and further build SNV’s urban WASH programme. WASH sector leader specialised in urban sanitation and waste management 1) Is responsible for the overall quality of the urban WASH portfolio in the country, actively contributes to business development efforts, and steers the quality of SNV’s urban WASH work in-country; 2) Is the project manager on the CCGV project; 3) Is responsible for donor reporting and stakeholder relations; 4) Enhances the quality and visibility of SNV’s urban WASH programmes and positions SNV within the broader national urban WASH sector (including waste); 5) Contributes to documentation and knowledge development in the sector, by bringing in best practice from multiple countries; 6) Reports directly to the Country Director and collaborates closely with the WASH global sector team.

Responsibilities -Strategic Leadership: oversee country level WASH portfolio and strategy aligned to corporate WASH frameworks; -Portfolio Management: deliver effective project results, planning and monitoring, financial management, and donor reporting; -Project management and quality assurance: Leads, manages and motivates the project team to deliver effective development results. Ensures planning and monitoring, financial management, and donor reporting. Ensures quality of the deliverables and ensures sufficient technical input to meet the quality standards. -Contract Management & Project Accounting: Manages and accounts for full compliance of administrative, finance and HR components of the project with SNV internal procedures and donor requirements. -Advisory Services: lead complex assignments, set benchmarks for results, and monitor quality of advisory services of the WASH sector team; -Business Development: at times, engage with key donors and external partners in- country where appropriate; contribute to technical proposal writing in English; -People Management: lead, manage, and coach the team of SNV advisors, local partner organizations and consultants; -Monitoring & Evaluation: ensure uniform understanding and practice in planning, reporting, monitoring, and evaluation of WASH project(s) in line with SNV’s internal frameworks; -Representation & Promotion: develop and maintain relationships with stakeholders to ensure efficient implementation of ongoing project(s), actively participate in external and internal networks, and position SNV’s work; -Knowledge and learning: facilitate learning, documentation and evidence-based knowledge development, in collaboration with SNV’s global team and partners. Specifically: bring in best practices from other SNV countries, and lead analysis and research, strengthen documentation and publications ; -Relationship Management: ensure quality donor relationship management related to ongoing and new programmes/projects; -Contribute to SNV country programme coordination as a member of the Country Management Team.


Qualifications

.Master’s degree (or foreign equivalent) in a discipline related to urban sanitation services, urban environmental science, urban development, or related field; ·10+ years of relevant experience in leadership/project management positions in urban services development, of which at least 5 years in a management role; ·At least 5 years of experience working with or for urban local governments in a relevant sector, preferably in Southeast Asia; ·Significant experience in urban solid waste management, i.e. around regulation, enforcement and incentives, management of 3Rs/SWM systems, recycling value chains, recycling technologies, and experience in broader plastic waste management; ·A thorough understanding of the aspects influencing sustainable urban service delivery beyond the community level; ·Proven track record in project management, specifically in project planning, monitoring, evaluation, reporting and financial management; ·International work experience in-country and the ability to effectively coach and lead a team of advisors in a multi-cultural setting. ·Entrepreneurial skills and attitude, as well as commitment to work with local partners in complex settings; ·Established international networks and strong relationship management skills; ·Good analytical, writing skills, and capabilities to steer applied research ·Interest to collaborate, contribute to and learn from peers in SNV’s global WASH network; ·Excellent intercultural leadership, teamwork, coaching, communication, networking and organizational skills. ·Proven communication, conflict resolution, facilitation, and decision-making skills. ·Proficiency in oral and written English are required.


Additional Information

Terms of appointment This is a full-time international position based in Hanoi, Vietnam. The successful candidate will be contracted for a 2-year contract, with the possibility of renewal.
